Yes, they can! I've just discovered one of the newest type of Korean masks - it's called a splash mask. It's essentially a concentrated blend of extracts and lactic acid that is meant to be patted on the skin and splashed off with water, (or poured into a basin/bowl of water to dilute, and then splashed on the face).
Blithe Patting Splash Mask, Rejuvenating Purple Berry also contains antioxidants to help ensure a brighter complexion, and glycerin, which helps sooth and protect the skin.
The mask has a liquid/gel texture - it's not exactly as thin as water, but it's not as thick as a lotion, for example. It had enough weight/heft to it that I could pour a capful and pat/press it all over my face without it dripping and/falling between my fingers/hands.
